Book
release of "Integrating the rural poor into Markets"

Development Enterprises, India (IDEI) and India
Development Foundation (IDF), jointly organized
a half-day conference on the 5th of June, 2007
at the Rajiv Gandhi Foundation Conference Hall,in
Jawahar Bhawan.

Titled
"Integrating the Rural Poor into Markets",
the conference was primarily geared towards
the release of the similarly entitled book
by the Union Minister for Panchayati Raj
and Petroleum, Mr. Mani Shankar Aiyar. Edited
by Amir Ullah Khan, Fellow, India Development
Foundation, and Bibek Debroy, Director,
Rajiv Gandhi Institute of Rajiv

Gandhi Institute of Contemporary Studies,
the book "Integrating the Rural Poor
into Markets" seeks to holistically
address the reform agenda for agriculture
vis-à-vis the need to integrate the
rural poor into markets. The
conference witnessed a flurry of activity
as it attracted research organisations,
economists, policymakers alike other than
the fairly large turnout of the development
sector with a smattering of the corporate
sector. Focusing on value appropriation
by the small farmer through an integrated
marketing system, the topics for discussion
ranged from subsidies, finance to market
infrastructure, marketing, supply chain
management extension services and agriculture
marketing policy, to name a few. The panelists/discussants
included Mr. Arjun Sengupta, Chairman, Centre
for Development and Human rights, who chaired
the Panel discussion. Mr G.K. Chadha, Vice
Chancellor, Jawaharlal Nehru University,
(Delhi), flagged off the Panel discussion
emphasizing the need for integrating the
poor into local, regional as well as international
markets.

for the marginalized rural poor.While Mr. Surjit
Bhalla, Director, Oxus Research, claimed that
markets are important for everybody in the economy,
Mr. Amir Ullah Khan gave an overview of the status
of the agricultural sector in India. Ms Shagun
Krishnan, Fellow, India Development Foundation,
gave a presentation on, "Water in Agriculture",
featuring drip irrigation, a product developed
and promoted by IDE (India) for the marginal farmers
in the rural sectors of India. Mr. Sandipan Ray,
Fellow, India Development Foundation, also presented
a study on the effect of various sources of irrigation
in agriculture for different states.
Mr. Kirith Parikh, Director, Integrated Research
and Action for Development, besides giving a vintage
example, of Mahatma Gandhi having created a market
for Khadi textiles as a way of integrating poor
into markets, also suggested the use of contract
farming to increase the agricultural output.
Shubhashis
Gangopadhyay, the last discussant spoke about
the important issue of risk that needs to be taken
into consideration while talking about development
of small farmers. And finally, the entire discussion
was neatly summed up and concluded by Amir Ullah
Khan who thanked the participants effusively for
attending and contributing towards the success
of the conference.
